That happened to me a little while ago, and I ended up reinstalling Outlook, as well as ChaosSync. Was in the middle of changing between different versions of Outlook, and it became messy. So, ending up doing reinstalls of both Outlook and ChaosSync and problem went away.
I had the same problem a few years ago. I had to have Outlook running to do the sync. I seem to remember that a "file" that was needed to open Outlook, when it wasn't running, got deleted from my computer. I eventually reloaded everything when I moved to Windows 7 and Outlook 2010(Beta) and the sync works fine.
